Outline:

We live in an era of rapid digitalisation and disruptive technologies such as artificial intelligence. The emergence of critical shifts in the technological infrastructure and adoption of disruptive technologies in public administration and the policy process have serious administrative and policy implications. This module explores those implications by exploring how digital government is taking shape, how artificial intelligence is adopted and is restructuring state-citizen relations, the requisite skills and capacities for effective digital transformation, regulation of disruptive technologies, and the global challenges such as cybersecurity and public management. Through critical engagement with these real-world debates and consequences, this module explores the global and national processes of digitalisation in the public sector, the use of AI in public services, and their implications for public policy and management. This equips graduates with an up-to-date critical awareness that will empower them to make effective decisions and engage with different stakeholders across a range of sectors and contexts and from an informed and future-facing mindset in relation to their understanding of the use of AI in the public sector and services and application of AI and digital tools to boost their digital skills.

ILO1: Discuss the theoretical and practical issues of digital transformation.
ILO2: Debate the challenges of applying digital technologies in public sector.
ILO3: Critically appraise the economic, administrative, political and social impact of digital government and regulation of the digital infrastructure.
ILO4: Critically analyse value creation, user focus and harmful uses of digitalisation and application of artificial intelligence in public policy and management.
